The painting should be done on the inside of the curtain because, if you paint it on the outside of the curtain, it will look painted. Paint it on the inside, instead, then use a shower liner between yourself and the painted curtain. Without the shower liner, anyone who walks into the bathroom will see the painted picture and you as well, because the painted curtain is clear.
Fabric paints are great because they are waterproof and easy to use. They come in a tube for outlining or squirt some onto a pallet to paint large places. There are other paints suitable for this project; just read to make sure that the paints will adhere to plastics. To prevent brush strokes use foam brushes for large areas.
Outline the image in the colors shown on the poster and allow the outlines to dry. Paint the image from the poster onto the shower curtain, allow to dry, and paint once again. The trick to painting the large surface is to work from the top down, rather than doing all of one color first.
